Morocco’s high-speed rail ambitions are taking a major leap forward with a €781 million loan from France, enabling the purchase of 18 cutting-edge trains from French manufacturer Alstom.
The deal, part of a broader financial cooperation agreement, was announced during French President Emmanuel Macron’s visit to Morocco in October 2024. This expansion is a key step in Morocco’s preparations for co-hosting the 2030 FIFA World Cup alongside Spain and Portugal.

New high-speed trains for Morocco’s growing network
The 18 Avelia Horizon high-speed trains, known for their speed and efficiency, will operate on the Kenitra to Marrakech rail corridor, further strengthening Morocco’s high-speed network. Capable of reaching speeds of 320 km/h, these double-decker trains can accommodate 640 passengers, significantly increasing transport capacity.
The manufacturing will take place primarily in France, but Alstom’s Moroccan facilities in Fez will contribute by producing electrical cabinets and cable harnesses, supporting local industry and expertise.
Strengthening Franco-Moroccan rail ties
France has long been a strategic partner in Morocco’s railway development. French Ambassador Christophe Lecourtier emphasised the strong partnership, noting that Morocco’s existing Tangier-Kenitra high-speed line transported nearly five million passengers in 2024. This new loan underscores France’s commitment to supporting Morocco’s transport infrastructure, a crucial component of its economic growth strategy.
Beyond these 18 new trains, Morocco’s ONCF (Office National des Chemins de Fer) is pursuing an ambitious expansion plan. The country aims to double the number of cities served by 2040, reaching 43 cities and covering 87% of the population. The broader strategy includes 168 new trains from various international suppliers, including South Korea’s Hyundai Rotem and Spain’s CAF.
