Abidjan has signed two strategic agreements with UAE-based tech firm G42 Presight to accelerate the digital transformation of Côte d’Ivoire’s public sector, as the country prepares to launch a new phase of its national digital strategy beyond 2025.

The agreements, formalised on July 10 during the inaugural Ivoire Tech Forum in Abidjan, aim to reshape public service delivery through strategic use of AI and data technologies.

Prime Minister Robert Beugré Mambé presided over the signing ceremony, which took place at the Sofitel Hotel Ivoire.

The deals, though non-binding, mark a major step toward reshaping how government services in Côte d’Ivoire are delivered.

The first MoU, signed with the Ministry of Public Service and Modernisation of the Administration, focuses on digitising administrative processes. 

The second, signed with the Ministry of Digital Transition and Digitalisation, sets the stage for a renewed national strategy in digital development.

Supporting Côte d’Ivoire’s national digital strategy beyond 2025

G42 Presight brings extensive experience in artificial intelligence and analytics, with prior collaborations in Egypt and Rwanda.

Côte d’Ivoire hopes to leverage this expertise to build a smarter, faster, and more accessible public sector.

The agreements come as the country’s digital strategy, launched five years ago, is set to wrap up in 2025.

During that period, Côte d’Ivoire made notable strides in digital infrastructure, including the rollout of more than 5,200 kilometres of fibre-optic cables, the launch of several e-government platforms, and the establishment of a national cybersecurity agency.

The new collaboration is expected to help Ivorian institutions build on these gains by integrating advanced technologies into governance.

The goal is to simplify access to public services, improve transparency, and boost data-driven decision-making across all levels of government.

A strategic partnership with global impact

Representing Côte d’Ivoire at the signing were Minister of State Anne Désirée Ouloto and Minister Ibrahim Khalil Konaté. Sheikh Muhammad Shameen Hosenbocus, G42 Presight’s Vice President for Africa and Latin America, signed on behalf of the Emirati firm.

UAE Ambassador Ali Yousef Al Nuaimi also attended the event, underscoring the diplomatic and economic weight of the deal.

Though not yet legally binding, the MoUs reflect a growing strategic partnership between Côte d’Ivoire and the UAE, particularly in digital innovation and AI. For Côte d’Ivoire, this partnership could strengthen service delivery, improve administrative resilience, and prepare institutions for a tech-driven future.

The Ivoire Tech Forum, which hosted the signing, is expected to become a central platform for showcasing digital progress and fostering regional innovation. By partnering with G42 Presight, Côte d’Ivoire is positioning itself as a leader in digital governance in West Africa.

As the country looks beyond 2025, these new agreements signal a renewed commitment to public sector innovation. With support from G42 Presight, Côte d’Ivoire is laying the groundwork for a future where technology and good governance coexist.
