Liberia digitises tax payments across 18 ministries via USSD code

The Liberia Revenue Authority (LRA) announced a groundbreaking partnership with Orange Liberia and Ecobank Liberia to launch a new digital tax payment platform covering 18 government ministries and agencies.

This innovative system allows Liberians to pay taxes and government fees using mobile phones, revolutionising tax administration nationwide.

Mobile tax payments made easy and accessible

This new digital platform integrates Orange Money directly with the Liberia Integrated Tax Administration System (LITAS), enabling taxpayers to make payments anytime and anywhere, without needing internet access—only a mobile phone is required.

LRA Deputy Commissioner for Technical Affairs Gabriel Montgomery called the platform “a game-changer” in the nation’s revenue efforts.

He explained, “Taxpayers no longer need to stand in long queues at banks or even have internet. With Orange Money on your phone, taxes can be paid instantly – and you’ll get your official LRA receipt by text message within seconds.”

Taxpayers can now initiate payments by dialling *144# on their mobile phones, without internet access. By simply providing their Tax Identification Number (TIN), the payment amount, and the relevant tax or fee category, users receive immediate confirmation via SMS.

The system has already been rolled out across 18 ministries and government agencies, with trained public officials in place to facilitate its effective implementation nationwide.

“In just five quick steps, a taxpayer can complete a transaction, receive confirmation, and move on with their day,” explained Maxwell Dodd, CEO of Orange Money Liberia. “We are excited to partner with the LRA and Ecobank to help modernise Liberia’s tax system.”

The integration helps reduce costs and inconvenience for taxpayers and enhances security, speed, and transparency.

Ecobank and Orange Liberia emphasised that this innovation would improve efficiency, reduce revenue leakages, and expand the tax base by bringing more people into the formal financial system.

Orange Liberia representative Dodd stated, “With just a few taps on a mobile phone, citizens can now fulfill their civic duties, saving time, money, and effort”.

Boosting government revenue and public trust

For the government, this digital shift promises to close revenue collection gaps and streamline compliance procedures. The platform allows immediate verification of payments, providing official receipts digitally to taxpayers. This, in turn, builds trust and accountability between citizens and government agencies.

LRA officials have highlighted the platform’s potential to strengthen domestic resource mobilisation, a vital aspect of national development.

“Digitising taxes and fees is not just a convenience – it’s how we strengthen revenue, build trust, and fuel Liberia’s development,” Montgomery said. By incorporating mobile money solutions into tax payments, Liberia joins a growing list of countries leveraging technology for better governance and service delivery.

This digital leap was publicly introduced during a signing ceremony on Wednesday, marking a new era in Liberia’s tax collection system and setting a precedent for other sectors.
