The system offers a digital framework that enables delivery riders and courier businesses to register, apply for licenses, renew permits, and confirm regulatory compliance all online.
Why new digital platform
The introduction follows a contentious enforcement action in August 2025, in which the Ghana Police Service and the Postal and Courier Services Regulatory Commission jointly impounded hundreds of motorcycles used by delivery riders. Later, the government ended the operation and pledged to create a streamlined digital system that would allow operators to resume their regular operations without interfering with their means of subsistence.
The minister claims that the courier and logistics industry has grown into a vital part of Ghana’s digital economy, linking companies and customers across the nation. But the rapid growth of e-commerce and delivery services has also exposed legal weaknesses, including the emergence of unregistered operators whose actions threaten reputable companies and erode customer trust.
What the new digital platform offers
The new iCOLMS-GH platform offers a fully digital, paperless licensing system. It is integrated with national digital infrastructure, including the National Identification Authority and the Government of Ghana.GOV. Future integration with the Ghana Police Service’s Traffitech-GH is anticipated.
The courier business is expected to benefit from these linkages in verification, monitoring, and compliance.
In addition to allowing the public to confirm the legality of courier services and riders before trusting them with deliveries, the system enables regulators to monitor operators in real time to ensure safety standards and regulatory compliance.
19-day deadline to register
The government has granted courier services and individual riders a 19-day grace period to register on the platform to ensure rapid adoption. The enforcement moratorium will be in effect from March 12 to March 31, 2026. Following that, regulatory task forces from the Ghana Police Service and the Postal and Courier Services Regulatory Commission are expected to take action against non-compliant operators when statewide enforcement resumes on April 1, 2026.
