Rwanda tightens rules around virtual assets

Speaking at the workshop, CMA Rwanda Chief Executive Officer Romeo Ngarambe said technical readiness and public awareness would play a major role in implementing the incoming law.

“Virtual assets present both opportunities and challenges, and the framework we have adopted strikes a good balance between the opportunities and potential risks,” Ngarambe said.

Ngarambe also warned that risks tied to money laundering and terrorism financing remain major concerns for regulators as crypto adoption expands.

He said stronger collaboration between regulators, public institutions, and market participants would be needed to enforce the proposed framework effectively.

The awareness campaign comes as Rwanda’s parliament accelerates efforts to establish legal oversight for virtual assets businesses operating in the country.

Earlier in May 2026, Rwanda’s Chamber of Deputies adopted legislation to regulate digital asset businesses and protect citizens from fraud, scams, and pyramid schemes linked to unlicensed crypto operations.

Under the proposed law, companies offering crypto-related services would need to obtain a license from the CMA before operating and follow stricter anti-money laundering and counter-terrorism financing rules.

Rwanda Capital Market joins others in crypto regulation push

Techpression reported in March that Rwanda’s legislative shift began when parliament officially recognised the draft virtual assets bill as relevant. That crucial move signalled a clear departure from the Central Bank’s previously cautious, hands-off stance toward cryptocurrencies.

At the time, lawmakers argued that regulation was necessary as local participation in digital asset markets grew, amid mounting concerns about fraudulent investment schemes.

The move has now positioned Rwanda among a growing number of African countries developing formal crypto oversight frameworks as governments across the continent seek to balance innovation, consumer protection, and financial stability in emerging digital finance markets.

Participants at the awareness session included officials from the Ministry of Finance and Economic Planning, the National Bank of Rwanda, the Financial Intelligence Centre, Rwanda Revenue Authority, Rwanda Finance Limited, law enforcement agencies, the Rwanda Law Reform Commission, the Rwanda Stock Exchange, and CMA Rwanda.
