Anambra initiates zero charges on Right of Way (RoW)

In a groundbreaking move that sets a precedent for digital transformation in Nigeria, the Anambra Government has initiated a significant policy shift by implementing zero charges on Right of Way (RoW) per linear meter. 

This visionary decision was disclosed by Mr Fred Agbata, the Managing Director, Anambra  State Information Communication Technology (ICT) Agency, at a media parley in Lagos on Thursday. The decision, driven by the state’s commitment to technology-driven progress, places Anambra as the first state in South-East Nigeria to waive RoW charges.

Right of Way (RoW) is a crucial concept in infrastructure development. It represents the legal right, either granted by a landowner or established through long usage, to pass along a specific route through property belonging to another party. This right extends to government-held lands, often referred to as public land, state land, or Crown land. RoW is fundamental for deploying critical infrastructure like fiber optic cables.

Anambra’s Technological Vision

Anambra’s path-breaking decision to forgo RoW charges is firmly rooted in the state’s commitment to a vision of “Everything Technology and Technology Everywhere.” Spearheaded by the state’s governor, Prof. Charles Soludo, this vision aims to harness technology to eliminate bottlenecks to digital access, reverse infrastructure decline, and foster a digitally-driven economy.

In partnership with the Global Infrastructure Company Limited (GICL), the Anambra ICT Agency is embarking on a transformative broadband initiative. This initiative entails deploying approximately 200 kilometers of fiber optic cables, a pivotal component of the Anambra digital adoption plan. The primary beneficiaries of this broadband rollout are the state’s Ministries, Departments, and Agencies (MDAs), educational institutions, and other vital clusters.

The initiative holds the promise of boosting WiFi hotspots in government offices, schools, and communities, thereby diversifying the economy. The applications of this enhanced digital infrastructure are far-reaching, encompassing eGovernment services, commerce, education, and innovation.

A Governor’s Commitment to Digital Transformation

Governor Charles Soludo has consistently demonstrated unwavering commitment to transforming Anambra into a digitally-driven economy. The decision to remove RoW charges is just one facet of his comprehensive digital agenda. This agenda seeks to leverage technology to improve governance, enhance educational opportunities, foster economic growth, and drive innovation.

The significance of connectivity cannot be overstated in the context of e-Government initiatives. Without robust and widespread connectivity, the realization of e-Government programs remains an elusive goal. Anambra recognizes this and is taking definitive steps to bridge the digital divide.

Governor Soludo’s approval of zero RoW charges reflects a profound understanding of the immense benefits this move offers. The collaboration with GICL is poised to provide Anambra with substantial connectivity capacity. To streamline digital governance, the Anambra ICT Agency has embarked on a mission to standardize the state government’s digital assets. A significant achievement in this endeavour is the migration of all government assets, including websites, to the uniform domain name “anambrastate.gov.ng.” This consolidation ensures consistency, ease of access, and adherence to Federal Government policies.

Anambra’s decision to implement zero charges on Right of Way is a pivotal moment in the state’s journey toward digital transformation. It aligns perfectly with Governor Soludo’s visionary plan to make technology accessible to all and revolutionize the state’s digital landscape. The partnership with GICL and the broadband initiative signify a bold step forward in fostering a digitally-driven economy, attracting investments, and promoting innovation. As Anambra consolidates its digital assets and connects its government institutions, it paves the way for a future where technology plays a central role in governance, education, commerce, and more.
