Kenya appoints Mugonyi as Director General of CA

In Kenya David Mugonyi has been appointed as the new Director General of the Communications Authority of Kenya (CA) by ICT Cabinet Secretary, Eliud Owalo.

This move follows the suspension of the former DG of the Authority, Ezra Chiloba, in October, leaving the position vacant. Mugonyi, a communication expert and long-time ally of President William Ruto, is set to bring his wealth of experience to the regulatory role.

A Proven Track Record in Communication and Leadership

Before his appointment as the CA Director General, Mugonyi held the position of Communication Secretary at the State House. He has a strong background in communication, having served as the communication secretary in the Office of the Deputy President (ODP) from 2013 to 2022. Mugonyi’s close association with President Ruto positions him as a strategic choice for leading the country’s communications regulatory body.

The appointment of Mugonyi has received official confirmation from the Head of Public Service, Felix Koskei. In a letter, Koskei stated, “We further note that the Board has sought concurrence for the appointment of David Mugonyi as the Authority’s Director General.” The endorsement aligns with circulars issued in November 2022 and April 2023. The board’s concurrence underscores Mugonyi’s suitability for the role, emphasizing a smooth transition in CA leadership.

Mugonyi’s Immediate Responsibilities and the Vacancy Left by Chiloba

With immediate effect, David Mugonyi is expected to assume his responsibilities as the Director General of CA. The board is anticipated to confirm his team of service. The appointment comes in the wake of the suspension of Ezra Chiloba over graft allegations. Despite Chiloba’s resignation on October 18, the Ethics and Anti-Corruption Commission (EACC) continues its investigations into the allegations. Christopher Wambua had been appointed to act as the head of CA during this period.

About the Communications Authority of Kenya (CA)

The Communications Authority of Kenya (CA) serves as the regulatory authority for the communications sector in Kenya. Established in 1999 under the Kenya Information and Communications Act, the Authority plays a pivotal role in fostering the development of the information and communications sectors. These sectors encompass broadcasting, cybersecurity, multimedia, telecommunications, electronic commerce, postal, and courier services.

The CA’s responsibilities include licensing all systems and services in the communications industry, managing the country’s frequency spectrum and numbering resources, and facilitating the development of a national cybersecurity framework. The Authority also oversees the development of e-commerce, approves and accepts communications equipment, protects consumer rights, manages competition within the sector, and regulates tariffs for communications services. Additionally, the CA administers the universal access fund to ensure widespread access to communications services across Kenya.

The role of CA is crucial in protecting and safeguarding consumer interests related to ICT services and equipment, aligning with the principles outlined in the Kenya Constitution, 2010 (Section 46 and 47). David Mugonyi’s appointment is expected to contribute to the regulatory advancements and technology-focused initiatives within the Communications Authority of Kenya.
