In order to validate Somalia’s Digital Transformation Strategy (2025–2030), the Ministry of Communications and Technology (MoCT) and the International Telecommunication Union (ITU) began a two-day National Multi-Stakeholder Consultation Workshop on Sunday.
Representatives from essential government ministries and agencies, along with authorised telecom providers, gather at the workshop to review and refine the nation’s digital roadmap in order to promote innovation and inclusive growth.
During the opening, Mr Mustafa Almahdi, Program Officer at the ITU Arab Regional Office, emphasised the value of cooperation in promoting national development through technology and reiterated ITU’s support for Somalia’s digital vision.

The strategy represents a significant milestone in Somalia’s digital development and reflects the nation’s dedication to creating a robust and inclusive digital ecosystem, according to Mr Mustafa Yasin Sheikh, Director General of the NCA. In order to propel this change and guarantee its sustainability, he underlined the significance of solid collaborations between the public and private sectors as well as development partners.
According to remarks made by H.E. Mohamed Adan Moallim Ali (Somali), Minister of Communications and Technology, the Digital Transformation Strategy will act as a national framework directing all ICT-related initiatives across sectors.
To boost economic growth and service delivery, he underlined the government’s dedication to capacity building, investment in digital infrastructure, and policy coordination.
Discussion on Somalia’s digital vision
Over the course of the two days, participants will discuss Somalia’s digital vision, strategic pillars, and implementation roadmap, with an emphasis on funding models, governance structures, and regional alignment with the frameworks of the East African Community and the African Union.
The consultation is a component of Somalia’s continuous initiatives to improve digital governance and hasten the development of an inclusive digital economy.
