In a dedicated effort to keep Tanzania at the forefront of the digital revolution, the Tanzania Communications Regulatory Authority (TCRA) has reiterated its commitment to advancing digital literacy, inclusion, and overall digital transformation.

This commitment was emphasized by TCRA Director General Dr. Jabiri Bakari during the recent celebration of the 46th anniversary of the African Telecommunications Union (ATU).

Dr. Bakari acknowledged Tanzania’s remarkable progress in expanding access to telecommunications and ICT services. He highlighted TCRA’s role in regulating the communications sector and ensuring the realization of the government’s digital revolution goals. The Director General also emphasized TCRA’s focus on facilitating the inclusion of marginalized groups through enhanced SIM card registration processes.

As of September 2023, Tanzania boasts approximately 67.1 million active registered SIM cards, surpassing the population of 61.7 million as per the 2022 census. This outstanding achievement reflects a penetration rate of 109 percent, demonstrating the widespread adoption of telecommunications services in the country.

“Towards a Digital Revolution and Inclusion of the Marginalized”

Addressing this year’s ATU theme, “Towards a Digital Revolution and Inclusion of the Marginalized: Addressing Accessibility Factors,” Dr. Bakari stressed the importance of universal access to the benefits of the digital revolution. As a member of ATU, TCRA is steadfast in its commitment to ensuring citizens are well-served with communication services.

The DG highlighted the growth of digital financial inclusion services, with mobile money subscriptions reaching 51.4 million users as of September 2023, constituting 76.6 percent of the total registered active SIM cards. The enhanced SIM card registration processes, including accommodations for visitors above the age of 65 or those with defective fingerprints, further showcase TCRA’s dedication to inclusivity.

Empowering Youth through Digital Literacy

Dr. Bakari envisions a future where no one is left behind in the digital landscape. Beyond connectivity, TCRA is actively involved in establishing digital clubs in schools and colleges in collaboration with stakeholders. These clubs aim to raise ICT awareness, foster opportunities for skill development, promote responsible digital citizenship, and contribute to the overall advancement of a digital Tanzania.

Acknowledging the rapidly changing digital technology landscapes, the DG expressed confidence that TCRA will stay ahead of the curve. Understanding the necessity of adapting to emerging technologies such as 5G, artificial intelligence, the Internet of Things, big data analytics, and edge computing, TCRA creates an environment that fosters innovation while ensuring compliance with regulatory standards.

Spectrum Auction Facilitating 5G Technology

Dr. Bakari highlighted the release of the IMT multi-band frequency spectrum in the 700 MHz, 2300 MHz, 2600 MHz, and 3500 MHz bands through auctioning on October 11th, 2022. This release has empowered service providers to expand communication services in Tanzania, enabling the rollout of 5G technology and enhancing the penetration of the latest digital communication technologies.

In conclusion, as TCRA celebrates its 20th anniversary, the regulatory authority remains actively engaged in various regional and international communication bodies, ensuring Tanzania’s active participation in developing and implementing regulatory frameworks. Through technical representation, TCRA is committed to keeping Tanzania at the forefront of communication advancements in the years to come.
