Togo’s Ministry of Energy has launched an international tender to electrify 172 rural communities, part of its long-term push to achieve universal energy access by 2030.
Backed by the West African Development Bank (BOAD), the project received CFA6 billion (about $10.7 million) in funding and is being coordinated by the Togolese Agency for Rural Electrification and Renewable Energies (AT2ER).
The tender, which officially closes on September 5, 2025, calls for qualified firms to extend Togo’s medium- and low-voltage distribution network across underserved areas. Construction is expected to begin by November 2025 and last 18 months.
Rural energy access set to expand in Togo
Under this project, selected contractors will deliver a full-scale electricity rollout in 172 localities, ranging from the construction of MV overhead lines to LV networks with public lighting and household connections. Also included are MV/LV transformer substations, which are essential for voltage conversion and reliable power delivery.
The expected outcome is the generation of 9.3 GWh of electricity within the first year, directly benefiting more than 35,000 residents. Installation, logistics, and maintenance roles are forecasted to create over 600 jobs, both directly and indirectly.
This tender is part of a wider electrification strategy that includes major infrastructure projects like the Lomé Electricity Network Expansion Project (PEREL). The government aims to close the urban-rural energy gap and improve quality of life for remote communities that have long been underserved.
Multi-lot tender with clear technical scope
The works are split into several lots. Depending on the lot, firms will be responsible for constructing between 30 km and 80 km of electricity networks and installing at least 3 to 6 MV/LV distribution substations. Public lighting is a priority, with all localities expected to receive overhead LV lines equipped with lighting.
The contract also includes household connection kits, ensuring families are not just close to the grid but actively connected. Once awarded, contracts will be funded in part from BOAD’s approved disbursement during its 143rd board meeting, where this electrification plan was formally adopted.
Submission details
Interested developers can obtain tender documents from AT2ER’s office in Lomé for a non-refundable fee of CFA100,000. Bidders will receive both digital and printed versions upon payment.
