In a major boost to Zambia’s digital transformation agenda, Paison Chikoye, Acting Assistant Director of Networks at the Electronic Government Division (SMART Zambia Institute), announced on Thursday that in 2025, SmartCare Pro will be rolled out in addition to the Government Wide Area Network (GWAN) deployment.
Chikoye pointed out that despite the difficulties caused by power restriction, considerable progress is being made and that backup plans are in place to guarantee higher uptime and dependability of SmartCare Pro services.

Digitisation of schools
In partnership with organisations like the University Access and Universal Fund and the Zambia Information Technology Authority (ZICTA), SMART Zambia is also attempting to digitise schools.
“This initiative aims to provide not only network access but also devices for learners, promoting a more inclusive and equitable education system,” he said.
“We are committed to ensuring that all Zambians have access to digital technologies, regardless of their geographical location or socio-economic background,” Mr Chikoye added.

Operationalisation of Digital Transformation Centres by end of 2025
In addition, he stated that the Digital Transformation Centres (DTCs), which will expand on the distribution of satellite kits to 109 post offices, are anticipated to be operationalised by the end of 2025.
“This development is set to revolutionize access to e-services and promote economic growth.”
“The DTCs will serve as hubs for digital innovation and entrepreneurship, providing citizens with access to digital skills training, entrepreneurship support, and e-government services,” Mr Chikoye explained.
The operationalisation of the DTCs and the rollout of the GWAN are essential elements of Zambia’s digital transformation plan, which seeks to improve public services, foster economic growth, and raise people’s standard of living.
