Angola’s Startups Bill closes a long-standing Innovation gap

The framework clearly distinguishes startups from micro, small, and medium-sized enterprises by focusing on high-growth, technology-driven activities with global ambitions. Minister Miguêns confirmed the law sets a maximum annual turnover threshold of $3.5 million, with no minimum requirement, a move that brings pre-revenue ventures under full legal protection for the first time.

The law provides for the creation of a legal regime, the introduction of the startup seal and pre-seed designation for early-stage projects, and the definition of tax and financial incentives and financing mechanisms, including pre-seed, seed, and Series A. The National Startup Council will oversee ecosystem coordination and compliance.

Startups Bill positions Angola’s Innovation ecosystem for regional competitiveness

The National Institute for Support to Micro, Small and Medium Enterprises (INAPEM) led the development of the regulatory framework in partnership with the International Finance Corporation (IFC). Parliament approved the measure about four months after the Council of Ministers endorsed it.

Out of over 200 identified startups, just 2% have secured venture capital, with limited funding across all stages—especially early-stage—cited as the main barrier, as investment transactions remain scarce. The Startups Bill directly targets this gap through structured financing mechanisms and investor incentives.

As for the fate of the announcement, with the approval of the decree, the government hopes to stimulate the emergence of more startups, increase investment in innovation, and consolidate the development of the country’s digital economy. The bill now moves to a speciality committee review before final parliamentary ratification.
