Nigerian government equips thousands of civil servants with digital skills

With the successful implementation of the Digital Literacy for All workforce programme, which now reaches over 45,000 civil servants per course across the federal civil service, the Federal Government of Nigeria has made significant progress toward its digital transformation agenda.

Digital Awareness, Using Computers and Mobile Devices, Digital Content Creation, Communication, and Collaboration, and Digital Safety and Security are the four core modules of the programme, which the National Information Technology Development Agency is carrying out in collaboration with the Office of the Head of the Civil Service of the Federation.

The 45,813–54,377 students enrolled in each course represented an estimated 65–75% of the Federal Civil Service workforce. Module completion rates ranged from 38.1% to 44.6%, with advanced modules showing higher engagement, indicating deeper skill uptake and improved digital readiness.

In a statement released on Thursday, Hadiza Umar, the Director of Corporate Communications and Media Relations at NITDA, stated that the programme has given tens of thousands of civil servants the fundamental digital skills they need to support the development of a dependable pipeline for intermediate and role-specific digital skills development across ministries, departments, and agencies.

It was noted that internal coordination and institutional leadership were critical determinants of learning outcomes. Several smaller institutions achieved completion rates exceeding 70%, indicating the impact of committed digital literacy champions and regular performance monitoring, even though larger organisations like the Federal Ministry of Education and the Federal Ministry of Defence led in overall enrolment and completions.

Milestone achieved with Cisco

Speaking at a courtesy visit and award ceremony at OHCSF, NITDA Director-General Kashifu Inuwa stated that the collaboration with the Cisco Networking Academy has enabled civil servants to access high-quality digital education with minimal financial barriers.

Starting in 2026, he continued, the programme would offer a progression pathway into more complex fields like networking, cybersecurity, data fundamentals, programming, and emerging technologies.

Now that the foundational phase of DL4ALL is well established, NITDA will help civil servants develop digital competencies ready for certification by moving beyond basic digital literacy to job-relevant, role-based skills; building the Digital Literacy Champion model across MDAs; and strengthening monitoring through the national DL4ALL digital dashboard.

The initiative supports the Federal Government’s goal of achieving at least 70% digital literacy by 2027 and of making the public service more effective, technologically advanced, and citizen-focused.
