The programme offers up to €100,000 in non-dilutive funding for startups building solutions that improve living conditions in developing and emerging economies.
Backed by Germany’s Federal Ministry for Economic Cooperation and Development, the initiative supports early-stage companies that already have proof of concept and are preparing for expansion. The funding comes through a matching-funds model managed by DEG Impulse and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
Focus on Scalable African Ventures
The 2026 call targets startups operating in selected African markets, including Ghana, Kenya, Rwanda, South Africa, and Tanzania. Organisers say applicants must either already be registered in one of the eligible countries or be prepared to complete registration before funding is approved.
The programme is aimed at privately owned, profit-oriented businesses with innovative products or services that contribute to the United Nations Sustainable Development Goals. Eligible startups must also provide evidence of early commercial traction through revenue generated.
According to the organisers, startups in sectors such as climate technology, digital services, agriculture, healthcare, and education are encouraged to apply due to their potential social and economic impact.
Funding Comes With Matching Requirement
Unlike traditional grants, the develoPPP Ventures programme requires participating startups to secure matching investment from external financiers. The amount raised from investors must equal the €100,000 public funding support.
Programme guidelines state that investor funds obtained within six months before the application can still qualify, provided the capital remains available for the startup’s expansion activities. Applicants are also expected to present clear financial plans and at least one annual financial statement.
Organisers added that the funding is intended for startups that have moved beyond the idea stage and are already operating in the market. Companies that have previously raised more than €2 million are not eligible.
Multi-Stage Selection Process
Applications will undergo several review stages, beginning with document screening and pitch evaluations. Shortlisted startups will then proceed to due diligence assessments before final funding decisions are made.
The competition is held twice yearly, with application windows usually opening in June and December. Local experts in participating countries support applicants throughout the process and provide guidance during submission.

Applications for the current funding round close on June 30, 2026, according to programme organisers. Interested founders can submit their applications through the official develoPPP Ventures platforms managed by GIZ and DEG.
