In response, the International Telecommunication Union (ITU) and the United Nations Development Programme (UNDP) have launched a free international training programme to help policymakers build secure and inclusive digital systems.

The new course, titled Accelerating Digital Public Infrastructure with Safeguards, is supported by the European Union’s Global Gateway initiative and will be delivered entirely online. Applications are now open for professionals involved in digital transformation, governance, and technology policy.

Building Safer Digital Systems

Digital Public Infrastructure, often referred to as DPI, has become a major focus for governments seeking to improve public services through technology. These systems include digital identity platforms, secure payment systems, and data exchange networks that allow institutions to deliver services more efficiently.

According to the organisers, the course places strong attention on “Safeguards by Design”, an approach that integrates privacy protection, accountability, and public trust into every stage of digital infrastructure development.

Participants will study topics such as digital identity systems, cybersecurity, data governance, financing models, and regulatory frameworks. The programme also examines how governments can encourage innovation while protecting citizens from data breaches and other online risks.

Practical Learning Through Simulations

One of the course’s central features is a capstone simulation exercise in which participants work in teams to solve real-world digital governance challenges. These simulations are based on country-level scenarios and encourage participants to assess policy trade-offs, create implementation strategies, and develop governance frameworks.

The organisers say the practical format will help professionals strengthen decision making skills while learning how to build resilient digital ecosystems.

The online programme includes instructor-led sessions, collaborative discussions, interactive exercises, and case studies. The curriculum is expected to take approximately 12 hours to complete, making it accessible to working professionals across different regions.

Open to Global Participants

The training programme targets government officials, ICT policymakers, development experts, regulators, and digital transformation specialists. It is especially relevant for professionals working on public digital services, national identity systems, and technology governance.

ITU Academy has also encouraged participation from women professionals and applicants from developing countries, including Least Developed Countries, Small Island Developing States, and Landlocked Developing Countries.

The organisers believe broader participation will help narrow global digital gaps while strengthening public sector capacity in emerging economies.

Strengthening Responsible Digital Governance

As countries continue to invest in digital transformation, demand for secure and citizen-centred systems is increasing. Through this initiative, ITU and UNDP aim to help public-sector leaders develop technology systems that improve service delivery without compromising public trust.

The course reflects wider international efforts to promote responsible digital governance while preparing governments for the growing demands of the digital economy.

Registration remains open until late June 2026 for selected participants worldwide.
