To help meet this need, The Hague Academy for Local Governance has opened applications for its Digital Transformation in the Public Sector training programme, scheduled to take place from 16 to 20 November 2026 in The Hague, the Netherlands.

The course will bring together public officials and development practitioners seeking practical knowledge to improve government services through digital innovation.

Practical Skills for Modern Government

The five-day programme focuses on helping participants understand that digital transformation involves more than adopting new technology.

It explores how effective leadership, sound public policy, organisational readiness and responsible data management can help governments deliver better services while improving transparency and public participation.

Participants will learn through expert sessions, group discussions, practical exercises and visits to Dutch institutions recognised for their digital governance initiatives.

Topics covered during the training include organisational change management, data-driven decision-making, cybersecurity, ethical use of artificial intelligence, citizen-centred service delivery and governance models for digital reform. Participants will also examine real-world case studies and prepare action plans that can be applied within their own organisations after the programme ends.

International Learning Experience

The programme is aimed at policymakers, government officials, project managers, and professionals working in e-government, innovation units, and development organisations. As part of the learning experience, participants will visit Dutch institutions to observe how digital tools support public administration, strengthen citizen engagement and improve service delivery. These field visits complement classroom sessions by providing practical examples of digital governance in action.

Successful participants will receive a professional certificate from The Hague Academy for Local Governance. The course fee is €2,950 and includes training materials, refreshments and lunches, while discounted rates are available for qualifying professionals from eligible OECD Development Assistance Committee recipient countries. Group discounts are also offered for organisations registering three or more participants.

Scholarship Opportunity Available

The Academy is also offering one fully funded scholarship for municipal professionals under 38 from eligible OECD DAC countries. Applicants must work in local government and demonstrate a strong interest in advancing digital innovation within their institutions. The scholarship application deadline is 15 July 2026.

This initiative reflects the growing global focus on strengthening digital governance and equipping public sector leaders with the expertise to improve services, encourage citizen participation, and respond to changing technological demands.
