The initiative was inaugurated in Mogadishu on March 29, 2026, by Director General Mustafa Yasin Sheikh, who emphasised the growing importance of equipping public sector ICT professionals with globally recognised cybersecurity skills.
Empowerment to safeguard sensitive national data
The programme prepares government personnel across institutions to earn internationally accredited certifications, helping them better protect sensitive national data and respond to evolving cyber risks. The move comes amid increasing concerns over cyberattacks targeting public institutions and critical digital systems.
Speaking at the launch, the Director General stated: “This training program forms part of the Authority’s efforts to strengthen the protection of Somalia’s digital infrastructure, secure national data, and address the increasing risks of cyber threats. It will also contribute to building the capacity of government personnel to effectively protect national digital systems and services.”
He further urged participants to maximise the opportunity and apply their knowledge within their respective organisations to enhance cybersecurity resilience across government systems.
The training programme features a comprehensive curriculum covering a range of globally recognised certifications, including CompTIA Security+, Certified Incident Handler by EC-Council, Cloud Security Essentials by GIAC, ISMS (ISO/IEC 27001:2022) Lead Auditor, Certified Information Security Manager (CISM) by ISACA, and Certified Information Systems Security Professional (CISSP) by ISC2.
According to the Authority, the courses will be delivered through a combination of online learning in Mogadishu and in-person sessions in Nairobi between March 28 and May 8, 2026, offering participants both flexibility and hands-on experience.
Eligibility
Participation in the programme is limited to candidates nominated by government institutions. Eligible applicants must hold at least a bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field, alongside a minimum of two years’ professional experience or active roles in system or network administration.
To maintain high standards, only participants who successfully pass course examinations will progress to advanced certification stages.
The initiative is supported by the World Bank Group under the SCALED-UP Project and is being implemented in partnership with the African Advanced Level Telecommunications Institute, reinforcing Somalia’s commitment to building a skilled public-sector workforce and enhancing national cybersecurity resilience.
