The self-paced course, titled “Promoting Youth Employment: Challenges, Policies and Emerging Opportunities”, aims to equip learners with practical knowledge on labour market trends, employment policies, and emerging sectors shaping the future of work.

According to ITCILO, the programme explores how governments, institutions, and development practitioners can support young people in accessing sustainable employment opportunities worldwide.

The course comes at a time when youth unemployment remains a growing concern across many countries. The International Labour Organisation has repeatedly warned that young people face higher unemployment rates, lower job quality, and tougher transitions from education into work compared with older adults.

Focus on Emerging Opportunities

ITCILO said the training also examines how digitalisation, climate change, demographic shifts, and economic transformation are reshaping employment opportunities for young people.

Participants will study labour market analysis, youth employment strategies, inclusion policies, gender equality frameworks, and decent work principles. The programme further highlights opportunities in emerging sectors such as the digital economy, green industries, and care services.

The online course is structured into three modules. The first focuses on understanding global youth employment challenges. The second explores policy responses and practical solutions, while the third examines employment opportunities in growing economic sectors.

ITCILO noted that each module combines conceptual lessons with practical examples, interactive exercises, and assessments to strengthen participants’ understanding of employment policy and labour market development.

Flexible Learning and Certification

The programme is fully online and can be completed from anywhere in the world. Learners can progress at their own pace, making the course accessible to students, policymakers, researchers, development professionals, and youth advocates.

According to the organisers, participants who complete the modules and pass the required assessments will receive a certificate from ITCILO. The course is available in multiple languages, including English, French, Spanish, and Portuguese.

The International Training Centre of the ILO said the initiative forms part of wider efforts to support inclusive employment strategies and improve young people’s transition into decent work.

Growing Demand for Youth Skills

Global concerns over youth employment continue to rise as economies adapt to rapid technological and social changes. The ILO estimates that young people are more likely to experience unemployment and informal work than adults, particularly in low- and middle-income countries.

Experts say training programmes that strengthen employability skills and policy understanding could help young people adapt to evolving labour market demands.

Applications for the free course are currently open through the ITCILO learning platform.
